C U L T I VA R SEED FRANCE OGM GMO En France, l’année 2008, riche en rebondissements, a activé le débat sur les OGM : un projet de loi datant de juin 2008 instaure un cadre législatif à la culture d’OGM dans l’Hexagone. Les biotechnologies ont subi l’impact d’une révolution citoyenne refoulant ainsi une culture amenée par des experts scientifiques. An act of law from June 2008 created a legal framework for the use of GMO crops in France. The biotechnology sector witnessed the impact of a popular revolt that rejected crops introduced by scientific experts. The file is now in the hands of politicians who have placed a moratorium on advances in GMO technology at the national level. According to ISAAA figures, the surface area for genetically modified crops is increasing each year throughout the world. In France, GMO crop areas increased from 1000 ha in 2005 to 30,000 ha in 2007; a report from the ISAAA, published in 2007, stated that insect-resistant maize had “provided significant support to French farmers”. However, on February 7, 2008, the government suspended the use of Mon810, the only genetically modified plant authorised for cropping in France. The European Food Safety Authority deems this position to be unjustified: in October 2008, the authority reaffirmed its favourable stance. The national position on GMOs is singular: between the escape clause and the creation of the High Council on Biotechnology (HCB), several precautions are hindering France in the growth and development of transgenic seed crops. ”In 2008 and 2009, no commercial or experimental GMO was grown in France”, stated Philippe Gracien, director of GNIS, the French interprofessional seed group. The June 2008 act of law marks a turning point on this issue:its objective is to implement the recommendations formulated in the wake of the Grenelle Environmental Summit that guarantee the precautionary and responsibility principles of growers.It implements a legal framework for the use of GMOs in French agriculture, with a three-pronged approach. First, the creation of the HCB, which “ will issue public notices on every question relating to genetically modified organisms”.Second, it imposes the “creation of a renovated hierarchy of responsibilities”: every farmer who grows GMO crops must meet “strict technical conditions to avoid the risk of seed dissemination […]”.Finally, “the act creates a national and publicly accessible SEED.
